Introduction of TOMS at RZE
Rzeszow, February 2006Substantial changes in the European energy market (liberalisation, regulatory authorities etc.) requiring more competitiveness and higher efficiency of utility companies were the main reasons for Rzeszowski Zaklad Energetyczny (RZE) to invest in a technical information system.
Supporting the key processes of network operation management, Berit’s TOMS was chosen.
The main tasks were the optimization of maintenance, planning, development and construction of the supply networks and the integration of Smallworld GIS to provide the technical departments with the latest spatial and topological GIS data.
In the first project stage, TOMS was put into practice for 2 out of 11 supply regions of RZE including the modules technical administration, outage management, maintenance and planning operated by 30 users. The integration of Smallworld GIS was realised using GE Energy’s Smallworld Internet Application Server (SIAS).
In the second stage, the system will be rolled out in all remaining supply regions making TOMS the core information system of RZE in the fields of network operation, maintenance and development, operated by 200 users.
RZE will operate a modern and effective tool to manage energy supply. Legislative requirements will be met, e.g. by generating records for regulatory authorities, incidents can be handled more quickly, maintenance costs can be cut, detailed information about the actual network condition allows quality improvement of supply and thus results in higher reliability and customer approval.
Geo-application of the year
The technical information system and its connection to Smallworld GIS were voted Geo-application of the year. According to the Czech Geoinformation Society functionality, customer value, integration methods and future usability for other clients were best met by TOMS.RZE is a utility company supplying electric power to about 700000 customers in South-Eastern Poland.
